The Ministry of National Planning was established in the 1960s and remained central to policymaking until the government’s collapse in January 1991.
The Ministry of Planning and International Cooperation (MOPIC) was part of the reinvigorated government institutions after the transitional governments were established. MOPIC’s primary focus during this period was the operationalization of the Somali Compact and its five state peacebuilding and state building goals.
The transition from MOPIC to MoPIED involved significant administrative reorganization of the ministry to reflect the widened policy remit and to enable the introduction of modern management approaches, including management by objective.
A key part of the re-organization and simplification process was to allow new functions to become autonomous or semiautonomous. For example, the establishment of an independent Somalia National Economic Council (NEC) and Somalia National Bureau of Statistics (SNBS) demonstrate the commitment to establish ‘arm’s length’ authorities that are ring-fenced from the rest of the ministry for a greater self-governance to improve the collection and analysis of official statistical data and to promote evidence-based policymaking in government.
